Why Frog Pond Farm Supports HB4153

When the DLCD rulemaking put farms at risk, you showed up, shared your perspective, and made your voices heard. Because of that collective response, the Governor paused the rulemaking. This moment, and our ability to keep welcoming families here, exists because of every person who spoke up. Thank you for being in it with us. 


That pause was an important step, but we still need a clear, lasting path forward so farms like ours, and farms across Oregon, can keep working, thriving, and bringing communities together through agriculture. HB 4153 is what we’ve been working towards.


What is HB 4153?


HB 4153 is a bipartisan bill in the February 2026 Legislative Session focused on bringing clarity and workable solutions to the issues surfaced during the DLCD rulemaking process. This bill exists because Oregonians spoke up to protect their favorite farms and to ensure people can continue connecting with them through agritourism.


We especially want to thank the chief sponsors of HB 4153 for their leadership Senator Janeen Sollman (Democrat, District 15, Hillsboro area) and Representative Vikki Breese Iverson (Republican, District 59, Prineville) along with our own Representative Sue Rieke Smith, District 26 for her unwavering support of small businesses like ours.


In addition to the elected leaders supporting this work, we want to thank our fellow small farms, Wooden Shoe Tulip Farm, Plumper Farms, Lee Farms, and Topaz Farms, for their continued advocacy. This collaboration, coordination, and steady commitment to one another is a true example of community over competition.
